A dedicated stormwater fee finances retrofit of high-risk catchments. City is taking the lead to implement catchment-fit NBS as part of drainage system. Catchment planning is coordinated by city and NBS solutions are co-created with multiple departments, and maintenance is handled by a separate municipal department.
